Election Reform

Your proposal seeks to limit access to information (no advertising 28 days before the election) and ability to disseminate information (limited funds). While it's true elections are negative, studies have shown voters respond to negative advertising and not positive advertising. Also, elections have been negative probably since the idea of "election" came into being.

What we really need is to create a disincentive for politicians to use our tax dollars for their own purposes (lies and smiles). We can always limit how much money they control - either through laws (limiting their ability to spend recklessly) or by lower taxes. I'm sure that's a debate for another day.
